Attendees: Carla, Helen, Sarah, Bruce, Alex, not present Melanie
Date:7:10pm June 1st 2016
- Annual Meeting
- Alex proposed not doing the Annual Meeting 3rd week in June. Reason given: dont have a baked Vote on CCRs yet, dont have board nominees yet.
- Sarah contacted Vasa Park as a possible to do a picnic and Annual Meeting. Admittence is still going to be 3$.
- Sarah called Bellevue Police Dept, they will allow a community officer come with enough advanced notice.
- Have it in July or August?
- July 6-20 Helen is out.
- Aug 1-15 Alex is out.
- July 28, Aug 12-26 Carla is out.
- Bruce has no plans
- Thinking weekday 6pm-7pm Vasa Park
- Poster boards for
- Recent sales since the last annual meeting
- Crime and crime stats
- CCRs visual
- Give residents schedule of fines, and a mailing for it as well.
- "Box on the table for your feedback"
- The outcome is that we're planning for End of July, make it a joint picnic/meeting targeting Vasa Park
Dickies Barbeque to cater the event, we thought the Indian food was really good but had several residents ask for the Barbeque again.
- Garage Sale. Typically last week of June, so June24th and June 25th was chosen
- Got Junk
- Alex can arrange the truck. July 9th Sat. One truck one truck down. 1500$ for two trucks.
- Should we arrange a second truck for January. Board agrees yes.
- 1GreenPlanet
- Can't take CRT tubes anymore (Bruce will confirm by calling).
- Alex will still provde the trailer.
- CCRs
- We think current gap is voter apathy.
- Gaby M voted yes to Bruce verbally. She returned her ballot earlier, but didn't vote on it.
- Door-to-door campaign for those residents that have not voted on the new CCRs
- Suggested assignment of which houses to cover by each Board member, here’s a suggested list of your neighbor’s by lot number:
- Alex’s neighbors who have not voted: 58 (new owner), 55 (Matt and Grace Bravo-Woo), 53 (new owner), 32A (end of the private lane), 63 (Claudia), 65, 68
- Carla’s neighbors who have not voted: 20 (Tariq), 22 (Raymundo), 23 (Murikami), 26 (Paulette Lybeck), 31 (6 total)
- Sarah’s neighbors who have not voted: 62, 13 (Peaches), 16 (Sue Rietvelt), 71, 69 (Marjorie Blanco) (5 total)
- Helen’s neighbors who have not voted: 104, 106, 107, 92, 102, 100 (6 total)
- Bruce’s neighbors who have not voted: 80, 78, 75, 84, 7, 4, 3, 2, 107 (9 total)
- People to walk door to door with clipboard and have their assigned residents signatures on copies as they go
- Moss cleaning on sidewalk between upper/lower neighborhoods.
- Board agreed the need to do this again this year.
- Bruce will schedule that with the same outfit (Mr. Pressure Washer) we used in the past, for around $2500. In 2014, we did this at the end of June.
- Bruce contact the City of Bellevue about the root cause, which is the drainage pipe overflow.
- To get pressure washing from the city: We need to make a formal request from the City Parks Department, and then it has to be approved.
- Curb house number painting.
- The house numbers in general are no longer readable
- Board agrees that we should do that this year.
- Cost should be $15 per house or $1695
- Finances
- We have 9,956$ checking, and 13,000$ savings that we need to spend.
- We need to discuss how we spend this money
- Crime
- Discussion about a recent robbery.
- Discussion of installing real cameras to gather evidence and deter people.
- Rent-a-cop possibility?
- We think that if a rent-a-cop drives by the people who are casing homes might be scared.
- Want a uniform, want a marked car. Have someone show up a couple times a week.
- What does the contract look like. Bruce to look into this.
- Helen will look into real video cameras. Everett might have some ideas.
- Discussed adding a gate. There are a lot of non-starters to this proposal
- Back and forth about the end goal for signs, cameras, and so on. Deterrent is noise and light.
- Board Positions
- Sarah and Bruce would like someone to help transition into these positions.
- Helen needs a partner for help on Architecture, due to it's high demand
- Board members shouldn't have to, but in the past have recruited their replacements. Possible candidates:
- Sebastian Atair
- Dan Peach
- Dan Lau
- House colors.
- Lot 90 may have ignored our Architectural decision about the color.
- Bruce did some research and with or without the CCRs are passed, we are empowered by RCW 64.38.020 to "levy reasonable fines in accordance with a previously established schedule adopted by the board of directors and furnished to the owners for violation of the bylaws, rules, and regulations of the association”. We need to put together the fines list, which will include ignoring house color decisions by Architecture. Without this list being distributed before hand, the HOA board has no power to levy a fine.
- Some guidelines need to be drawn up along these lines:
- Have to send a warning letter first.
- If the neighbors didn't complain, would we do anything?
- Go verify the color that the board approved.
- From now on, we need a sample, we think that they should paint a board on the house, and ask the neighbors.
- Any good painter should do that for us.
- Bruce to send snail mail on schedule of fines
